Kimberly Yee serves as the 36th Treasurer of Arizona, the first Asian American elected to a statewide office in Arizona's history. She is also the first Chinese American Republican woman to win a major statewide office in United States history.
Prior to her election as Arizona Treasurer, she was a member of the Arizona Legislature since 2010, and served in leadership as the Senate Majority Leader. Kimberly Yee is the second woman elected as the Senate Majority Leader in Arizona's history, following U.S. Justice Sandra Day O'Connor when she served the position in 1973.
Born and raised in Arizona, Kimberly Yee is a graduate of Pepperdine University where she earned Bachelor’s Degrees in English and Political Science. She holds a Master’s Degree in Public Administration from Arizona State University where she received the honored Scholar-Citizen Award.
Prior to elected office, Kimberly Yee served a career in public service in federal, state and local government. She served as Deputy Cabinet Secretary for Governor Arnold Schwarzenegger, as a Policy Analyst for Governor Pete Wilson and on the executive team of Arizona State Treasurer Dean Martin, where she promoted fiscal conservative principles to protect taxpayers. She also served as a senior research analyst for the Arizona Senate Committee on Education. She previously provided administrative services for the Maricopa County Attorney's Office. At the federal level, she worked for the United States Department of Justice in the Fraud Section, Criminal Division in Washington, D.C.
In 2016, Senator Kimberly Yee was a featured speaker on stage during the opening day of the Republican National Convention in Cleveland, Ohio. In 2014, she was recognized nationally as a "Rising Star" by the Republican National Committee at the RNC Winter Meeting. She was previously named one of the nation's "25 Most Influential Women in State Politics" by Congressional Quarterly's Roll Call, the leading media organization covering Congress.
Senator Kimberly Yee was one of 25 national women leaders selected to participate in the 2018 Women in Government Program. Senator Yee has been recognized as Legislator of the Year by the Arizona Chamber of Commerce and Industry. She was recently featured to represent the State of Arizona in Lifetime Television Network's series "Her America: 50 Women, 50 States" which profiled one woman from every state.
Kimberly Yee and her husband are blessed with two young children and they own a small business. She enjoys spending time with family and friends, and volunteers in her church and community.

In November 2022, Dennis Milligan was elected Auditor of State after serving eight years as Treasurers of State.
In 2014, Milligan was the first Republican elected to the Office of Treasurer of State since Reconstruction securing 56% of the vote. The Treasurer of State serves as the State’s banker and is responsible for an investment portfolio of approximately $3 billion.
Dennis previously served as the Saline County Circuit Clerk from 2011-2015.
The middle child of Lee Milligan, a truck driver, and Mae Milligan, a homemaker, Dennis grew up in Little Rock and graduated from McClellan High School in 1976. He attended the University of Arkansas at Little Rock.
Dennis is a successful small business owner who started his company, Water Treatment Services (WTS), from scratch in 1985. WTS has grown from serving central Arkansas to serving customers in 17 states. Dennis also owns a real estate developing company and is a home builder.
Dennis and his wife, Tina (Summers), married in 1977 and have lived in Saline County since 1985. They have one daughter, Tiffany, an attorney, and son-in-law Chad Brown, vice president of WTS; and three grandchildren: Jackson, and twins Gabby and Grace.
Dennis is a member of The Church at Rock Creek. In his local community, Dennis has coached little league baseball, and supported the Saline County Humane Society, his local chapter of Habitat for Humanity and Saline County Seniors. Dennis was appointed constable in Saline County by Governor Mike Huckabee in 2006, and has served as a reserve deputy with the Saline County Sheriff’s office. He has supported scholarships for single parents and created eight scholarships for high school seniors in four Saline County high schools. Dennis was named to the Arkansas Chapter of the American Red Cross Board of Directors in 2014.
Dennis previously ran for state representative in 2002 and 2004. He served as chairman of the Saline County Republican Committee in 2005. Dennis went on to serve as the Treasurer for the Republican Party of Arkansas and Chairman of the Republican Party of Arkansas from 2007 to 2008.
As Saline County Circuit Clerk, Dennis was an innovator and unafraid of challenging the status quo. He never accepted the old adage, “well that’s how we’ve always done it.” He implemented an online juror information data collection system, usage of a computer system to randomly assign jurors and allowed for the use of debit and credit cards to pay filing fees.
In 2012, Dennis was one of 12 nominees for the prestigious G. Thomas Munsterman Award for Jury Innovation. This national award recognizes states, local courts, organizations or individuals that have made significant improvements or innovations in jury procedures, operations and practices. Dennis was nominated for his jury notification system that replaced a method which required jury panelist to call a recorded message each week to find out if they were needed or not for jury service. His notification system sent notices to panelist via a pre-recorded message to a home or cell phone, or via an email or text message saving the taxpayers’ time and money. Dennis is the only Arkansan ever nominated for that award.
During the 89th Session of the Arkansas General Assembly, Dennis worked closely with legislators on Act 291. Previously Dennis ended the practice in Saline County of the Circuit Clerk being paid personally while acting as the commissioner for the sale of real or personal property. Act 291 ended the practice statewide and has the fee go into the county funds which cover the operations of the Circuit Clerk offices.
As Treasurer of State, Dennis will continue to bring his innovative spirit and mindset to the Auditor of State’s office.

Jimmy Patronis is a native Floridian born and raised in Panama City. He earned his associate degree in restaurant management from Gulf Coast Community College and a bachelor’s degree in political science from Florida State University. He is a partner in a family-owned seafood restaurant called Captain Anderson’s that celebrated its 50th anniversary in 2017. His public service career began with experience as an intern in the Florida Senate and the United Kingdom’s House of Commons. Following his college graduation, Governor Lawton Chiles appointed him to the Florida Elections Commission, and he was later reappointed by Governor Jeb Bush.
He served in the Florida House of Representatives from 2006 to 2014, representing his hometown region in the Florida Panhandle. He was appointed to serve on Florida’s Public Service Commission, as well as the Constitution Revision Commission, which meets once every twenty years to propose changes to the state constitution.
He is recognized for outstanding leadership in his hometown of Panama City and throughout Florida. Committed to active civic engagement and business development, he has chaired the Greater Panama City Beach Chamber of Commerce’s Economic Development Council, served on the board of the Bay County Economic Development Alliance, the Salvation Army Advisory Board, the Bay County Chapter of the Florida Restaurant and Lodging Association, and as national president for the Florida Vocational Industrial Clubs of America. He is a former trustee of the Gulf Coast Medical Center, and former director of the Bay Medical Center’s Foundation and Gulf Coast Community College Foundation Board.
He was instrumental in the establishment of the Northwest Florida Beaches International Airport in Panama City and has served as chairman and a board member of Bay County-Panama City International Airport and Industrial District.

Steve McCoy served as State Treasurer from November 2011 until May 2019. He was named interim Treasurer again in July 2020 after Lynne Riley was appointed President of the Georgia Student Finance Commission. The Treasurer served as the cash management officer for the State on behalf of the State Depository Board responsible for managing $16 billion of State and local government investments; approval of banking services for state agencies; oversight of the State’s 529 college savings plan; and managing the State’s program for accepting electronic payments. McCoy served on boards of the Georgia Financing and Investment Commission, the State Depository Board, the State Properties Commission, the Georgia Building Authority, the Georgia Higher Education Savings Plan, and the State’s nine pension funds including having served as chairman of the Georgia Employees’ Retirement System. McCoy previously has served as the Deputy State Treasurer & Chief Investment Officer and also as State Treasurer from 1993-1997. McCoy has extensive private sector experience in public finance and investments including managing an SEC registered investment advisory firm from 1997-2010 and as an investment banker from 1981- 1993 with his last position as Managing Director of Lehman Brothers’ Public Finance Division. McCoy continues to serve the state of Georgia as the Chief Investment Officer. Mr. McCoy earned a BBA in Finance from the University of Georgia and an MBA from Georgia State University. He has served on the boards of several charitable foundations and is an active member of the Church of the Apostles in Atlanta. McCoy and his wife have been married 37 years and have two children.

Julie Ellsworth was elected Idaho’s 24th State Treasurer in 2018. Treasurer Ellsworth has a long history of public service which includes serving in the Idaho House of Representatives for twelve years.
Some of Julie’s legislative endeavors included drafting model legislation to allow individuals and businesses to purchase health insurance across state borders and passing legislation cracking down on Medicaid fraud, which resulted in the state recouping millions of dollars. She also worked to maintain the state’s high bond rating by meeting with Wall Street rating firms to answer questions about Idaho’s financial status and public policies.
In addition to her legislative service she has functioned as a Civil Mediator/Facilitator and Business Consultant. She was a Foundation Grant Evaluator and Judge as well as a teacher in Idaho’s public schools.
Julie Ellsworth grew up in Idaho and has worked to promote a pro-family environment for the state. She and her husband have three children and two grandchildren.

Allison Ball is the 38th State Treasurer of the Commonwealth of Kentucky. Prior to her role as State Treasurer, Treasurer Ball practiced bankruptcy law and focused on consumer rights and commercial litigation. As part of her time in public service, Treasurer Ball spent four years as an Assistant Floyd County Attorney, prosecuting child abuse and juvenile delinquency cases.
Treasurer Ball has a rich Kentucky history; her family has been in Eastern Kentucky since the 1790s. She holds a degree from the University of Kentucky College of Law and was very active while a student there, serving as President of the University of Kentucky Chapter of the Federalist Society.
Treasurer Ball has led a professional career developing and improving the economic mobility of individual Kentuckians. She developed a deep appreciation of entrepreneurialism and small businesses when, at the age of 9, she started her first business selling pencils, and continued with the operation of a small town law practice. Treasurer Ball understands the importance of a balanced budget and fiscal responsibility in any enterprise.
Treasurer Ball is focused on being a watchdog for Kentucky taxpayer dollars spent in Frankfort. Since taking office, she has launched a new transparency website making it easier for Kentuckians to see how the state government is spending their money, established a savings and investment program for Kentuckians with disabilities called STABLE Kentucky, and created a Financial Empowerment Coalition and Database focused on improving the financial literacy of Kentuckians.
Treasurer Ball is married to Taylor County, Kentucky native, Asa James Swan. The couple has one son, Levi, whose birth in 2018 made Treasurer Ball the first Kentucky constitutional officer to give birth while in office.

Mike Harmon was elected in November 2015 as the 47th Auditor of Public Accounts for the Commonwealth of Kentucky. Mike previously served in the Kentucky House of Representatives for 13 years representing the people of Boyle and Casey County, and previously Washington County, in the 54th District.
During his time in public service, Auditor Harmon has always sought for common-sense solutions to make life better for the people of Kentucky by supporting good public policy to protect and preserve taxpayer dollars. Mike brings those same values, along with his desire to make government more transparent, to his role as Auditor.
In addition to his background in public service, Mike learned the value of hard work and responsibility through his experience in business, particularly insurance and banking. He also previously served as Vice Chairman of the House Standing Committee on Tourism and Energy, and also was a member of the committees for Banking and Insurance; Elections, Constitutional Amendments, and Intergovernmental Affairs; Health and Welfare; and Tourism Development and Energy during the regular and interim sessions of the Kentucky General Assembly.
Mike is a graduate of Eastern Kentucky University with degrees in math, statistics, and theater, and was valedictorian of his Boyle County High School class. Mike also serves as a deacon and church moderator at Junction City First Baptist Church.
Despite all these accomplishments, Mike is most proud of being married to his wife, Lynn for more than 25 years, and raising their two daughters, Tori and Lizzie. Mike is also a proud grandfather to his grandson, Aiden.
During Mike’s life he has tried to live by the philosophy he adopted after his first successful election to public office, values he will bring to his new job as Auditor:
“I have no desire to leave a legacy, Except that I served my Lord,

And I served my Country,
Well.” - John SchroderLouisiana Treasurer
John M. Schroder, Sr. was elected Louisiana State Treasurer in November of 2017. As Treasurer, he oversees the state’s $6.6 billion investment portfolios and $40.7 billion in cash flow. He also chairs the Louisiana State Bond Commission and returns millions of dollars in unclaimed property to Louisiana citizens.
John is a businessman and entrepreneur who has advocated for fiscal responsibility his entire career. He firmly believes Louisiana state government should live within its means and as Treasurer has pushed for transparency and accountability at all levels of government.
In his first year in office, John utilized his business background to improve state government operations. He implemented new technologies in the Unclaimed Property Program, resulting in faster and easier claims for taxpayers. John negotiated contracts throughout the agency resulting in savings to taxpayers. He also successfully prevented banks from participating in a Louisiana bond deal due to their restrictive participation policies that, in his opinion, violated the rights of the citizens of Louisiana.
Prior to his position as State Treasurer, John served for 10 years in the Louisiana House of Representatives. He was first elected in 2007 by a predominantly conservative constituency and served on both the Appropriations and Joint Budget committees. During his time in the Legislature, John sponsored and passed comprehensive earmark reforms and emerged as a vocal spokesman for the average taxpayer, demanding governmental accountability.
John is a graduate of East Jefferson High School, Southeastern Louisiana University, and a Veteran of the United States Army. He is a small businessman, co-owner of a real estate company, and a residential developer. John has been married to Ellie Daigle Schroder for 33 years.

David McRae is a fourth-generation Mississippian. His great-grandfather, Sam McRae, reared on a farm in rural Rankin County, established the S.P. McRae Company on Capitol Street in 1902. This family business grew to become one of the premier department store chains in the southeast and remained so for over 100 years. McRae continues to be involved in the family business, McRae Investments, serving as its managing partner, and he is also a licensed attorney. He is active in civic and charity organizations throughout the community and statewide. His civic involvement includes the Mississippi Republican Party Foundation, efforts to expand the presence of the Metro Capital Area Habitat for Humanity, work with Friends of Children’s Hospital and the American Heart Association, and time serving as liaison with the Mississippi Museum of Art to fund the McRae Children’s Fountains.
While studying for his law degree, McRae was Chief Justice of the Honor Court and worked for Justice Jess Dickinson at the Mississippi Supreme Court.
McRae lives in Ridgeland with his wife, Katherine, and their three children. Katherine spent six years working on Hurricane Katrina recovery projects for the Mississippi Development Authority. She serves on the Board of Directors of the Friends of Children’s Hospital and is active in the Mississippi Museum of Art, Habitat for Humanity, Jackson Symphony League, and Junior League of Jackson.

Scott Fitzpatrick was sworn in as Missouri’s 47th Treasurer on January 14, 2019. He was elected to a full-term on November 3, 2020.
Scott’s record as Treasurer reflects his commitment to fiscally conservative values as well as his support for small businesses and Missouri families. In his first two years in office, he doubled the size of MO ABLE, Missouri’s savings and investment program for individuals with disabilities and their families. Scott also worked to make MOST, Missouri’s 529 Education Plan, more cost-effective for account owners by negotiating lower fees. The plan is now one of the highest-rated in the country.
Since becoming Treasurer, Scott has returned record amounts of Unclaimed Property to Missourians. He became the fastest Treasurer in state history to return $1 million, doing so in just his first nine days in office. In addition, he launched innovative partnerships with the Department of Social Services and the Department of Labor and Industrials Relations Division of Employment Security to help reunite Missourians with their Unclaimed Property. These partnerships represent good government in action.
As Treasurer, he is also committed to promoting government transparency and efficiency at all levels of government. This commitment has resulted in the expansion of the Show-Me Checkbook, one of the most comprehensive state financial data portals in the country, to include local governments.
Scott was first elected State Representative in 2012, at the age of 25, to represent Barry and portions of Stone and Lawrence counties. Serving as Chairman of the House Budget Committee in 2017 and 2018, he was responsible for the drafting and passage of Missouri’s $28 billion annual operating budget. Under Scott’s conservative leadership, the State’s budget surplus nearly tripled to almost $500 million, while Missouri schools were fully funded for the first time in nearly a decade.
Scott understands the needs of Missouri’s business owners. When he was 17 years old, Scott started his own company, MariCorp U.S., a Shell Knob-based marine manufacturing and construction company that does business coast-to-coast. His experience growing his company inspired him to run for office to fight unnecessary red tape and burdensome regulations.
He is a member of the Cassville and Shell Knob Chambers of Commerce and has been recognized in Springfield Business Journal’s “40 under 40” and was a 2020 Man of the Year.
A lifelong Missourian, Scott graduated from Cassville High School and the University of Missouri. He and his wife Mallory have two sons, Luke and Carson.

John Murante was born February 6, 1982 in Omaha, Nebraska. He is a proud graduate of Skutt Catholic High School and the University of Nebraska-Lincoln. He married his wife, Melissa, on December 22, 2007, and they have one daughter, Talia. He is the former President of the iconic Big Fred’s Pizza in Omaha.
In 2012, Murante was elected to represent the Gretna-based 49th Legislative District in the Nebraska Unicameral. During his time in the Nebraska Legislature, he served as Chairman of the Government, Military, and Veterans Affairs Committee as well as Chairman of the Special Committee on Election Technology in 2016. He also sat on the Unicameral’s Transportation Committee.
As a State Senator, he served as the Chair of the National Conference of State Legislatures Elections and Redistricting Standing Committee, and on the advisory committee to the U.S. Election Assistance Commission.
Treasurer Murante is a member of St. Patrick’s Catholic Church, the Knights of Columbus, Gretna Optimists, and serves on the board of Partnership 4 Kids.

Four years ago as assistant secretary of commerce, Dale inherited the most “broke and broken” unemployment system in the United States. Under his leadership and with help from the General Assembly, North Carolina employers and hard-working employees, the state was able to pay-off $2.7 billion in unemployment debt and build a $1 billion surplus in 30 months. By listening to the creative ideas of state employees and others, he was able to improve processes finding opportunities to eliminate waste, fraud and abuse. This resulted in North Carolina’s unemployment system becoming a national leader in debt-repayment, quality and customer service.
Dale began his career as a blue collar worker making a living with his hands and his back. Working his way through school, Folwell received his B.S. and Masters in Accounting from UNC-Greensboro. He is a former vice-president and registered investment advisor for DB/Alex Brown. A Certified Public Accountant (CPA), Dale also served for eight years on the Forsyth Board of Education. Married for 30 years, he and his wife Synthia have three children and live in Winston-Salem.

Treasurer Thomas Beadle was elected in 2020 to serve as North Dakota’s 34th State Treasurer. Thomas brings a commitment to transparency, accountability, and efficiency to the Office of State Treasurer. He believes that we have a duty to protect taxpayer dollars and promote fiscal responsibility.
Thomas has a background in commercial real estate investment and brokerage. He previously served as a State Representative for North Dakota’s 27th district from 2010-2020, serving on numerous committees, including the Appropriations Committee, and focused on expanding our economy, developing our workforce, and bringing new technologies to our region.
Coming from a family that is fiercely devoted to public service, Thomas believes in giving back to the community. He serves on the board for the North Dakota Autism Center, and has been active in judging for the state high school forensics community, and previously coached Speech and Debate at Fargo North. Thomas’s stepfather, Tony Grindberg, was a longtime State Senator (1992-2014) and Fargo City Commissioner, and his grandfather, Earl Strinden, was a city councilman in Grand Forks, and a longtime State Representative (1966-1988), and House Majority Leader.
In addition to the responsibilities of his office, as required by statute or Constitution Beadle serves on six Boards: North Dakota State Investment Board which oversees the investment programs of several funds including the Legacy Fund, public pensions, insurance trust; the Teachers Fund for Retirement Board (TFFR), North Dakota Board of University and School Lands, State Board of Tax Equalization, the State Historical Board, and the State Canvassing Board.
Thomas and his wife Shana live in Bismarck with their dog Eisenhower.

Robert Sprague currently serves as Ohio’s 49th Treasurer of State where he oversees the state’s investment and debt portfolios, domestic & international custody portfolios, and annual cash movements and deposits. Treasurer Sprague is committed to promoting strong fiscal stewardship while securing a sound financial footing for Ohio’s future.
He represented Ohio’s 83rd House District from 2011 through 2018. As a legislator, Sprague was a leading voice on fiscal matters as a member of both the House Finance and Financial Institutions Committees. He also led efforts to combat the state’s opioid epidemic by working with law enforcement, community leaders and doctors to prevent prescription drug abuse, curb overdose deaths and improve treatment systems.
Treasurer Sprague began his career in public service in his hometown of Findlay. As both city auditor and treasurer, he balanced city budgets and helped finance a massive recovery effort after historic floods and the 2008 economic recession.
While in the private sector, Treasurer Sprague was a project lead at Ernst & Young and worked on a number of high-profile engagements with Fortune 500 companies before forming his own consulting firm.
Treasurer Sprague graduated from Duke University with a bachelor’s degree in mechanical engineering and later earned a master’s degree in business administration with an emphasis in finance from the University of North Carolina, Chapel Hill. His commitment to public service is matched only by his love of family. He and his wife, Amanda, continue to live in Findlay with their five children. - Cindy ByrdOklahoma State Auditor & Inspector
Cindy Byrd, CPA, is Oklahoma’s 13th State Auditor & Inspector and the first woman in state history to be elected.
Cindy is a CPA with 25 years of government auditing experience. Her audits have identified millions of dollars in misappropriated tax dollars at every level of government.
Cindy was appointed the Director of County Audit Division in 2011. Through her leadership, the Division eliminated a five-year backlog of county audits.
In 2013, Cindy was appointed Deputy State Auditor and served in that capacity until her election as State Auditor in 2018.
By the end of her first term, Cindy will have published more than 1400 audits which garnered statewide and national attention.
The investigative audit of Epic Charter Schools received the 2022 Excellence in Accountability Award for Forensic Audit by the National State Auditor’s Association.
Cindy is passionate about responsible government and strongly advocates for transparency and accountability in the receipt and expenditure of public funds.

As the 78th Treasurer of the Commonwealth of Pennsylvania, businesswoman and retired U.S. Army Reserve Colonel Stacy Garrity is focused on transparency, cutting waste and fees, returning $3.5 billion in unclaimed property to its rightful owners, and making education affordable for Pennsylvanians.
Stacy understands the challenges that Pennsylvania families face, and she brings the same common sense that people use to manage their own finances to the Treasurer’s office.
After graduating from Sayre High School in Bradford County, Stacy earned a degree in finance and economics from Bloomsburg University of Pennsylvania and later received a certificate from the Cornell University Business Management Institute.
While serving as a Colonel in the Army Reserve, Stacy received national attention for her decorated service on the battlefields of Iraq. While news raged about scandals involving prisoner abuse at other facilities, Stacy was highlighted for her stellar performance as one of the officers in charge of an internment camp for enemy combatants in Iraq.
Iraqis dubbed her “the Angel of the Desert” when her service at Camp Bucca in Southern Iraq resulted in a perfect record. She kept the camp secure and American troops safe without a single complaint of abuse from Iraqi soldiers interned there.
Stacy served a remarkable three deployments in defense of the United States: in 1991 in Operation Desert Storm, in 2003 in Operation Iraqi Freedom, and in 2008 in Operation Enduring Freedom. She was awarded the Bronze Star twice for exceptional service and received the Legion of Merit before retiring from the Army Reserve with the rank of colonel.
While serving in the Army Reserve, Stacy started work as a cost accountant at Global Tungsten & Powders Corp., a global supplier of refractory powders, and worked her way up to become the first of two female vice presidents at the company.
As the treasurer of Pennsylvania, Stacy oversees an office of approximately 340 employees and is tasked with protecting $110 billion in state assets. Among her many duties, she safeguards the financial health of the state, manages Pennsylvania’s 529 College and Career Savings Program and the PA ABLE Savings Program for disability-related expenses, and administers the unclaimed property program.
Stacy was elected on November 3, 2020, and was sworn into office on January 19, 2021.
As someone committed to her local community, Stacy also serves on the board of Bradford County United Way and is a trustee of Guthrie Robert Packer Hospital in Sayre.
Stacy is married to Daniel Gizzi, a project analyst at Corning Incorporated. She worships at both the Christian Life Church and Emory Baptist Church.

Curtis Loftis is the State Treasurer of South Carolina. First elected in 2010, he is currently serving his third term as State Treasurer.
As Treasurer, Loftis serves as the “state’s banker,” managing, investing and retaining custody of more than $55 billion in public funds. He also serves as administrator of the state’s Unclaimed Property Program, Future Scholar 529 College Savings Plan and Palmetto ABLE Savings Program, which provides eligible individuals with disabilities the opportunity to save and invest money while maintaining eligibility for important needs-based benefits.
Since taking office, he has returned more than $250 million in unclaimed funds to South Carolinians – more than all previous state treasurers combined – and has overseen significant growth in the Future Scholar 529 College Savings Plan, with more than 200,000 accounts and total assets under management of nearly $5.6 billion. With more than 2,300 account holders and $16.6 million assets under management, the Palmetto ABLE Savings Plan has become one of the fastest growing plans in the nation.
Loftis is a fierce advocate for greater accountability, transparency and fiscal management in state government. As Treasurer, he has championed a number of causes for the benefit of state government and all South Carolinians, including public pension reform and financial education in K-12 schools.
In addition to serving as State Treasurer, Loftis is Chairman of the State Board of Financial Institutions, Vice Chairman of the State Fiscal Accountability Authority, Vice Chairman of the South Carolina Education Authority and Vice Chairman of the South Carolina Tobacco Authority. He also serves on the South Carolina Financial Literacy Board of Trustees. In the past, he has held leadership positions with the National Association of State Treasurers, the College Savings Plan Network and the National Association of Unclaimed Property Administrators.
As Treasurer, Loftis has been honored for his work with various awards and recognitions, such as being named to Columbia Regional Business Report’s 2020 Class of “Icons and Phenoms,” the “2019 Charter School Champion of the Year” by the Public Charter School Alliance of South Carolina and “Friend of the Taxpayer” by the South Carolina Association of Taxpayers.
His leadership has been featured in numerous publications, including The Wall Street Journal, The New York Times, Bloomberg, Institutional Investor and Bond Buyer. He is a sought-after speaker and has presented to groups such as the Wall Street Journal Private Equity Conference, The SkyBridge Alternative (SALT) Conference and the World Pension Forum.
A native of Lexington County, Loftis graduated from the University of South Carolina. He is a successful small business owner, as well as the founder and benefactor of the Saluda Charitable Foundation.
Major Accomplishments
Since taking office in 2011, Treasurer Loftis has returned $250 million in unclaimed funds to South Carolinians – more than all previous state treasurers combined.
Treasurer Loftis has supervised significant growth in Future Scholar, the state’s 529 college savings plan, which now boasts more than 200,000 account holders and nearly $5.6 billion in assets under management, as of June 2021.
Through the strategic sale of the state’s General Obligation and Revenue Bonds, the Treasurer’s Office has facilitated several billion dollars of new and refunded state economic development, agency, transportation, housing and college/university project debt while saving taxpayers more than $489 million.
By restructuring the state’s investment portfolios, local government investment revenues grew by 66 percent.
Treasurer Loftis directed contract renegotiations for the state’s merchant card contract to reduce transaction fees paid by state agencies, resulting in projected savings in excess of $3 million.
In 2013, he was named “Friend of the Taxpayer” by the South Carolina Association of Taxpayers.

Prior to being elected South Dakota’s 33rd state treasurer, Josh Haeder was the managing partner of Haeder Organization, LLC based in Huron, SD. Haeder Organization is a property management company that focuses on affordable housing and lodging. Haeder served 4 1/2 years as the Northeast Director for US Senator Mike Rounds who is a member of the Banking Committee.
Haeder's experience includes time as the chief operating officer for a national credit counseling agency that assists individuals and families considering bankruptcy. He also spent several years in business and agricultural banking management. Haeder's education includes a B.S. in Public Safety Management and a M.A. in Intelligence and Global Security from Point Park University.
Haeder has been married to his wife Amanda for six years, and they have two young daughters at home, Maggie age 4 and Laikyn age 2. In his spare time, Haeder is a public address announcer for sporting activities, enjoys practicing mixed martial arts, pheasant hunting, fishing and watching Minnesota Twins baseball.
Josh Haeder is passionate about serving South Dakota by protecting citizens’ money and state accounts against cyber threats and through financial wellness education for young people. Regarding his public service, Haeder lives by the quote "If you really want to receive joy and happiness, then serve others with all your heart. Lift their burden, and your own burden will be lighter.”

Rich graduated from Spearfish High School and later earned his B.S. in Political Science, with a minor in Business Administration at Black Hills State University, where his father was a long time instructor, and his mother was the High School secretary. After High School, Sattgast joined the U.S Army, where he has spent over 20 years in the military, including being stationed as part of the Occupation Force in Berlin in the 1980’s, Desert Storm in the 1990’s, and the South Dakota National Guard in the new Millennium.
After Desert Storm, Rich moved out-of state to work on his M.P.A in the field of Public Affairs, Political and Governmental Processes at New Mexico Highlands University in Las Vegas, New Mexico. While there, Rich served as the Peace Corps Campus Coordinator for Minority Relations. Upon completing his coursework with a GPA of 4.0, Rich was inducted into The Honor Society of Phi Kapa Phi, and was accepted to receive a position with the Presidential Management Internship program. However, at the age of thirty, Rich decided he valued his family and the South Dakota way of life more than a PMI position in D.C. or New York and returned home to a position with the Secretary of State.
Rich’s interest in politics grew from his family’s involvement in the community and a sense of commitment to this country. Aside from acting as the Association of County Officials’ Lobbyist, Sattgast’s political experience includes serving in the Legislature as a Legislative Intern and later as a Lobbyist Intern. In 1992 he assisted with President George Bush’s Election Campaign as West River Coordinator for the campaign after returning home from Desert Storm where he served as a military liaison to the U.S. Embassy in Kuwait for the Commander of the U.S. Armed Forces in Kuwait. In addition to his military and political involvement, Rich has also taken an active role in civic and community activities by being a member of the VFW, the American Legion, the Disabled American Veterans and serves as Treasurer of the Pierre Athletic Booster Club.
First elected to statewide office as State Auditor in 2002 and in 2006, and then elected to State Treasurer in 2010 and 2014, Rich is now proud to once again serve the people of South Dakota as their State Auditor.
Rich and his wife Penny have worked together to make Pierre their home. Penny is the past fundraising chair for the Siouxland Republican Women and current Co-chair of CENKOTA Republican Women. After moving to Pierre, Penny quit her biosciences job with ELANCO and started her own biotech consulting company and serves on the board of the South Dakota Biotech Association.
With three children very active in athletics and academics, Rich and Penny are leaders in the Pierre Booster Club with Rich serving as Club Treasurer and Penny heading up Membership.
Josh is an 8th grader and is active in Teenage Republicans, where he won the Abnor Award in 2017 for being the outstanding new camper. Josh is also active in Football and Wrestling and one day wants to be an Engineer.
Claire is in the 11th Grade and won the Abnor Award in 2012 and now serves as the Secretary for the Teenage Republicans. Claire is active in Basketball and loves History and aspires to be in public service.
Chase is in the 11th Grade and is a Varsity Letterman in Football and Basketball and is aspiring to be a scientist in the Biotech industry.
- Glenn HegarTexas Comptroller
Glenn Hegar was elected as the 36th Texas Comptroller of Public Accounts in November 2014. Hegar is Texas' chief financial officer — the state's treasurer, check writer, tax collector, procurement officer and revenue estimator.
Upon taking office, he reorganized the agency for quicker and more effective decision-making and reduced its administrative footprint by working with the Legislature to eliminate inefficient programs and transfer others that didn’t fit core missions. Additionally, the Comptroller recommended that the Legislature repeal eight taxes, six of which were administered by his agency.
Hegar is focused on his agency's constitutional duties and committed to improving its customer service and transparency. He believes a less-burdensome tax system will foster a better environment for job creation and business expansion, and thus a healthier Texas economy.
As CFO for the world's ninth-largest economy, Hegar monitors Texas' financial health to ensure it maintains strong fund balances. During his term in office, he has emerged as a passionate advocate for conservative financial management and fiscal transparency at all levels of government. Among other initiatives, Hegar founded the "Transparency Stars" program, which recognizes Texas local governments that provide the public with detailed information on various aspects of their finances.
Hegar has worked hard to bring public and legislative attention to long-term financial obligations facing the state, such as health care coverage for public school teachers and employees, infrastructure maintenance and state employee pensions — needs that have caused major financial difficulties in other states. These obligations rarely receive adequate attention in the give-and-take of Texas' biennial legislative budgeting process, and the longer the state waits to address them, the greater their ultimate costs will be to Texas taxpayers.
To avoid potential risks to the health of the state's finances and the maintenance of its triple-A credit rating, Hegar is recommending a more prudent and fiscally responsible approach to managing the state's $11 billion Economic Stabilization Fund — the "rainy day fund" — to create a Texas Legacy Fund, a permanent endowment for the state that would earn investment income to begin paying down Texas' long-term obligations.
Hegar guided the formation of the nation's first state-administered precious metals depository, which began accepting deposits of precious metals on June 6, 2018. Hegar forged a unique public-private partnership with a Texas-based company to create a depository offering state-of-the-art security features and top-flight customer service at no cost to the state.
Before his election as Texas Comptroller, Hegar served in the Texas House of Representatives and Texas Senate, where he worked on a wide range of common-sense solutions to problems affecting Texans in areas such as public education, transportation, tax reform, government transparency, Second Amendment rights, water issues, and tort reform. As chair of the Sunset Advisory Commission, Hegar eliminated inefficiencies in state agencies and abolished six, saving Texas taxpayers more than $160 million. In his last session as a state senator, Hegar oversaw state and local revenue matters and helped cut $1 billion worth of taxes.
Hegar is a 1993 graduate of Texas A&M University and a graduate of St. Mary's University, where he earned a Master of Arts and his law degree. At the University of Arkansas, he earned his Master of Laws.
Hegar is a sixth-generation Texan who grew up farming land that has been in his family since the mid-1800s. His upbringing taught him the core values of hard work, honesty, and integrity — the same values he and his wife Dara work to instill in their three teenagers, Claire, Julia, and Jonah. His most important title throughout his years of service is the one closest to home: Dad!
- John DougallUtah Auditor
John Dougall was elected State Auditor November 6, 2012 and took office January 7, 2013.
Mr. Dougall believes the Office of State Auditor should provide Utah taxpayers and government officials with an independent assessment of financial operation, statutory compliance, and performance management for state and local government.
Prior to becoming State Auditor, Mr. Dougall served 10 years as a member of the Utah House of Representatives, ultimately serving as the House Vice Chair of Executive Appropriations. Mr Dougall has a long history of challenging bloated government programs and questioning heavily-funded agencies that could be doing more with less. He is a champion of tax reform, transparent government, performance management, and fiscal responsibility. He served in various leadership positions, including the chair of the House Revenue & Taxation standing committee, chair of the House Ethics standing committee, and the co-chair of the Health & Human Services Appropriations subcommittee.
In addition to his political activities, Mr. Dougall has a long career in the technology sector, working for large companies and small start-ups, in an array of management and technical positions.
Mr. Dougall received his Master of Business Administration degree from Brigham Young University in 2000. He also has a Bachelor of Science degree and a Master of Science degree in Electrical Engineering, both from Brigham Young University.
- Marlo OaksUtah Treasurer
Treasurer Marlo Oaks spent 17 years overseeing multi-billion-dollar portfolios, first at Farmers Insurance Group in Los Angeles (15 years, $24 billion) and then at Intermountain Healthcare (2+ years, $7.5 billion) in Salt Lake City. He oversaw the Treasury function at Intermountain, along with all the community portfolios, including Primary Children’s Hospital Foundation. He has experience managing foundation, endowment, healthcare/hospital system, insurance, defined benefit (pension), defined contribution (401K), taxable, and tax-exempt portfolios, including manager searches, due diligence, risk management, asset allocation, investment strategy, investment policies and guidelines, and reporting to senior executives and boards of investment committees.
During the 2008 – 2009 Financial Crisis, his portfolios’ performance was among the best in the country, outperforming the median corporate pension plan by 11.5% (funded status basis), representing $200 million in added portfolio value. The insurance pools were top performers among their peers, allowing the company to purchase AIG’s Direct Automobile Business, adding $4 billion to the portfolios, at the bottom of the market (March 2009). Treasurer Oaks began his career in Hong Kong on the derivatives desk at Standard Chartered Bank, a large British Bank with offices primarily in emerging markets.
As a volunteer, Treasurer Oaks served on the foundation investment committee at Utah Valley University for nine years. He also co-founded two non-profit organizations, the Stella H. Oaks Foundation that provides hope to single mothers through scholarships, and FIRST Utah Robotics a series of four programs that inspire children K-12 to pursue STEM careers. He is a member of the Chartered Financial Analyst (CFA) Society of Salt Lake City, the Chartered Alternative Investment Analyst (CAIA) Association of San Francisco, and holds both designations in addition to a Bachelor of Arts in Economics from Brigham Young University. He completed a Masters of Business Administration at UCLA Anderson School of Business. He and his wife are the parents of six children.
- Riley MooreWest Virginia Treasurer
Riley Moore is West Virginia's 25th State Treasurer and was elected in 2020. Born in Morgantown, Treasurer Moore started his career as a welder. He received an undergraduate degree in Government and International Politics from George Mason University and a Master’s Degree in Strategic Security Studies from the National Defense University at Fort McNair.
For many years, Treasurer Moore served as a national security advisor to the Foreign Affairs Committee in the U.S. House of Representatives. He also worked as a contractor with the Department of Homeland Security. He most recently worked in the defense and aerospace industry at Textron.
In 2016 Treasurer Moore was elected to the West Virginia House of Delegates to represent the 67th District, which includes portions of Jefferson County – including Shepherdstown and his home in Harpers Ferry. He served in House leadership as an assistant majority whip and in 2018 he was named the incoming Majority Leader of the House of Delegates. In one term Treasurer Moore sponsored 24 bills that became law that were aimed at protecting individual freedoms, making West Virginia a better place to do business, and ensuring government works for you.
Treasurer Moore took office in January 2021 and immediately went to work with the focus to make the office more modern, transparent, and accountable. In his first term, he reduced the size of the office by 5 percent and returned $15 million to taxpayers. During the 2021 Legislative Session, he championed nine bills which became law. One of his top priorities was the Jumpstart Savings Plan, which allows individuals who wish to pursue a vocation or trade to make tax-free contributions to a savings and investment account that can then be used to help cover business startup costs, equipment, tools, certifications, and licenses needed for their occupation. His inspiration for the bill came from his own experience as a welder.
He and his wife, Mina, reside in Harpers Ferry with their three children.

The Honorable Curtis E. Meier, Jr. was sworn in as the 31st Treasurer of the State of Wyoming on January 7th, 2019.
Prior to his election, Treasurer Meier served in the Wyoming State Senate for 24 years. Curt’s background in business became an asset to the State of Wyoming as he fulfilled a wide range of legislative committee assignments:
- State Treasurer Advisory Committee during the terms of former Treasurers Cynthia Lummis and Joe Meyer.
- Select Committee on Capital Financing and Investments.
- Legislative Liaison to the State Retirement Board, of which he is now a current member.
- Appropriations Committee.
- Chairman of the Corporations, Elections, and Political Subdivisions Committee.
- Chairman of the Transportation, Highway and Military Affairs Committee.
Curt has been recognized by numerous organizations for the work he has done for the citizens of Wyoming, including the distinguished Patrick Henry Award from the Wyoming National Guard Association for his “outstanding and exceptional service to the armed forces.”
Throughout his career as an elected official, Treasurer Meier has established himself as a champion of the Wyoming and U.S. Constitutions, a strong advocate for the rule of law, and a gatekeeper for taxpayer dollars.
In addition to his public service, Curt is also a successful businessman, operating a 4,300-acre farm and ranch in his hometown of La Grange as well as running an irrigation business.
A graduate of the University of Wyoming, Curt holds a Bachelor’s Degree in Animal Science.
His wife, Charlene, is retiring in May after teaching school in Goshen County for 45 years.
